i had this issue too. I believe one of the “World” tournaments messes up the rankings. In editor data, any tournament that has “World” as the defying name, uncheck it and see if that fixes the problem. Like For example, if you were to load up Albanian leagues, the leagues would be defined as “Albania” with the Albanian flag.

 

Does this mean that you could manually add some of those leagues later and it would fix the problem? Like adding Albania, Andorra etc might remove them from this list? If you know a solution to this problem, even a half one that would be greatly appreciated, I am 9 years in to a San Marino save!
