Yes, you're right.

Just to clarify, in case it helps: I originally set the PA filter to >= 130, but my youth players did not receive portraits. I then tried >= 100, >= 80, and >= 50, but the result was the same—none of my youth players received portraits.

After that, I changed the PA filter to >= 0, and my youth players finally received portraits.

To test further, I changed the filter again to either >= 20 or >= 10 (I can't remember exactly which one), and at that point the portraits disappeared again.

Finally, I set the filter to >= 5, and the portraits were assigned correctly once more.

I had a look within like the first week of release, but have no desire to create mods for FM anymore, haven't looked since.

It would be a great and nice addon, but a fundamental part of this modding work (speaking in general) is still missing: a PES and possibly a FC working kit converters available freely for the community.
I'm wondering why at FM kit creator we have a minikit generator for FM26 (easy, fast and useful), but still no kit converter like we have it for the previous FM editions…

I very much agree with you, I remember there was one being worked on by someone months ago/last year but they just disappeared
