The game was installed on a different drive than previous.

I'm really sorry if it's been answered already, or if I'm being incredibly silly!
Here's my issue:
The path - [Program Files (x86)\Steam\SteamApps\common\Football Manager 2021\data\database\db\xxxx] - simply will not create itself. I've reinstalled FM, I've restarted my pc, I've fully closed steam, I've tried to manually create the folders, but it will not work.

What am I doing wrong?
I'm on pc using steam.

edit: I've tried making a new save, and I've had this fix working for previous FM's
