You linked an .fmf file and that's what it's supposed to be? You just have to put that one in your editor data folder and it should work, there is no need to extract anything with winrar etc.

 

whenever i've downloaded in the past for fm23 or 22 i've opened with winrar which shows all the individual league updates and I extract to the editor data folder. this doesn't recognise the file type at all anymore on windows
