Should mention this is for Football Manager 2020

As per title. Comes up with this error and I cant fix. Have tried the .xml workaround but england is not playable down to league 16. can someone please help?

quick summary of changes:

• Using this database - https://www.fmscout.com/a-fm20-database-england-lower-leagues.html
• Removed brexit
• Swapped Liverpool with a league 16 team and removed their players so I can play with them in the lowest league.
