How come many teams have 0 values on ability and potential? Barcelona and Real Madrid to name just couple of them

I'm just asking if it's available somewhere (I'm looking for it on a yearly level, not for every single game (i.e what was Bayern ability and potential at 2017 and so on)
And yes, willing to pay for anyone  who got the data set
