Same thing is happening to me after clean install of windows. Did you manage to find a fix?

Manage - Enable - Choose a folder location (no sure it matters but I just put mine in my documents) - Go back to the game screen on the xbox app and click manage again - Files - Browse

And then follow the steps like usual.
