#683238 Unable to assign tactics/coaching responsibilities to B team or U18 assistant managers

Currently playing an ADO Den Haag save in FM22 and noticed that my B team and U18 assistant managers are not available options in assigning coaching or tactics responsibilities but all other roles including HOYD, all coaches, even the performance analyst are available to delegate responsibilities to. Does anyone know why this is or if it's fixable?
