Had that issue too, playing as Okinawa in the JFL and once the season ended it just froze. Got a team all prepared for the following season too…

 

I ended up basically simulating a whole year in game and sure enough come December the second placed team finally got it's playoff game and now I have fixtures for the next season. Not sure if I did something wrong or whatever for the game to basically ignore a whole year, but in any case it seems fine now.
