For anyone still struggling to get this, or any other fmf files to work. Check in your preferences ‘Save Location’ and make sure it lines up to the same place as you have been placing the files. For whatever reason my ‘Save Location’ was the cloud version of my documents, so FM wasn't looking in the right place when trying to load fmf files.
