So the change/extension to the rule is that concept around players bought/registered in one season being able to then be extra foreign players for the second season? Or that the players signed and registered in the first season are exempt from the age-restriction part of the rule in the second season? That is my reading of it, at least - I am not sure if it is the translation, but I can't really make clear sense of the rule from what you posted. In particular, this part:

"If foreign players born in 2002 who have signed contracts for more than one season and are included on the A Team List for the 2025-2026 season are signed with these players, they may be included on the A Team List for two seasons, subject to this rule.
In the 2026-2027 season, at least four of the 14 foreign players must have been born on or after January 1, 2003."

If so, I must admit - I do not think such a rule is possible to replicate in the Pre-Game Editor.

I agree with you on that rule, I don't think it can be done in the pre-game editor either. But you can change the age rule by increasing it by one year, because an example Archie Brown and Nene comply with the u23 rules in real but they don't comply in the game.

No worries - I am glad that it turns out it is correct, after all, and that I did understand what I had researched correctly. Fun fact: for this nation, I had to get the official PDFs and run them through a translator to get to a point where I could see the official, written registration rules before building the file. According to the U23 foreign player rule in the Turkish league, 23-year-old players are required to be included in that rule, but a 23-year-old player is not included in that rule. For example Archie Brown and Dorgeles Nene should be considered u-23 by rule. Can you fix this?

Btw the foreign rule has been updated in the Turkish Super League. The 14 foreign rule continues, but 2 of them must be U-23. There are 8 foreign players in the 2nd League (TFF 1. Lig), but one of them must be U-23. In addition, the quota of 1 player from other Turkish countries continues. There is no restriction on the number of foreign players to be included in the match squad. It would be great if you could do these, thanks.
