I may have figured it out. I had the same issue and i did the follow

Opened steam and located FM 22 in my library list.
Right click fm22 and hit properties
Go to DLC and make sure the box for the editor is checked
I then verified the game files which is found in properties under “installed files"
Once verified I closed down properies and steam and then restarted FM22 and voila! in game editor for me

Hope this helps other people too!
