Those players are missing because they did not exist in the FM24.3 database and they don't currently have any active newly-created versions for the purpose of them appearing in FM24.

I know both Pogba and Skaarud, historically, were created, but their entries have been purged/deleted for whatever reason. I think the solution is for them to be re-created and then the FM ID linked (to prevent them showing twice in the FM26 Data Update).

Was this ever sorted as i cannot find them in my game
