Anyone? Is there no way to make the Gibraltar Intermediate League playable?

Gibraltar has an intermediate league which is basically a U23 league EXCEPT for one senior amateur club who is in the league with an exemption, Hound Dogs. The standard database DOES NOT allow you to make the intermediate league playable, so I cannot play as the Hound Dogs. Is there anyway through the confusing PGE to make that league playable solely so that I can manage the Hound Dogs? If yes, can you give some instructions? I've tried several things and nothing seems to work….
