AFAIK continental competitions like UCL or Libertadores have fixed reputations and national leagues (mls, premier league etc) have variable reputations, but do national cups have variable reputation or is it fixed? Like the FA cup or copa del rey.

Just a newbie question, but what does the "assigned cities" and "bookmakers" files do?
