Ok, that's good !

In "Preferences", do reset the defaults. Close and restart the FM behind. If it is like that, you will se the skin.

I'm also in W8 and even having followed your instructions to the letter, the game does not always recognize the skin ! And yet, the file is created directly in the root of FM 2013, but not to do anything...
