That is a photo of Miguel Carty (Germán Carty's son).
Germán Carty already has an image (he is a 45 year old striker playing for Pacifico of the Peruvian league).

I'll just add that Mexico's third kit does not show for me either.
The image file itself is definitely in the folder, just doesn't appear in-game.
