There's a tab in your finances related to the Financial Fair Play procedures which UEFA will be considering as from next season and which limit the amount of financial losses which a club can make. If you overstep a certain limit, then UEFA won't grant you a licence to compete in their European competitions.

What exactly the "Failed License" is? In my game, Tottenham Hotspurs win the 19/20 season's UEFA Champions League, but cause of that, they are excluded. Their manager is former Shalke 04's manager (Shalke played in UCL when this manager in charge), their financial situation is healthy, so I don't know what "Failed License" is
