I have found the solution: you need to put to use Match-bottom-bar modification located in MODS folder in the Sas24 skin files. For some reason - unknown to me - it makes the game that you watch stutter.

Once I got this done all of the matches are smooth.

I've got the same issue.

When my team plays it's seamless but when I watch a game which I'm not involved it stutters a lot.

I've tried to lower the quality settings but it changes nothing - still - my matches and replays in others - smooth, watching other matches - pure 20 fps pain.

 

Any ideas why does it happen?
