I will look at it and try to solve it.
Untested but you can edit his retire date to 01/01/1900 then immediately use Ignore Player Retirement to prevent the player gets 'Ret' status.

City can be only selected by searching. Use the Search bar then select any items you found by selecting "Set xxxx Focus to xxxx".
