Hello, the game is choppy on my computer. Is it because my computer isn't powerful enough?

 

I run on a 8gb 1070ti/32gb ddr4 ram which handles most thing. Stadium pack seems to be maxing out the graphics card around 95-100%. not ‘choppy’ but very noisy. to be expected maybe. Outstanding work all the same but maybe need upgrade.
