Yeah, i'm looking for a solution too. Maybe by playing with board objectives. For now, staff are generated at start so some teams get a board that wants to spend a lot while some others are less ambitious.
Teams have no player or staff in database. So game generates new ones if you check “Add player to playable teams” If a team is already qualified through qualifiers, the spot goes to the next placed in First Series rankings.

Yes, it seems that the AI put some time before having a consistent team and staff. Simulating 5 or more years before starting the career can help, thank you !
