Its available to download on here now (Megapack & Update) so that solves the issue.

Thats because some teams will be still be in qualifiers for all three Uefa European Competitions upon starting a new game.

Just tested, works fine.You must have other league files in your editor data folder that bare causing the issue.I use around 87 editor data files and all works fine.
