If you're on Steam, I'd try verifying the game files and reinstalling the skin. I've had a couple of random issues in the past and that usually sorted them out for me.
I have the same problem, and additionally, when I’m creating a new game (choosing leagues, etc.), my graphics card reaches high usage at that moment.
