Thats because they are in the wrong folder, they should only be in Admiral Bundesliga! Delete them from Bundesliga folder and edit the xml.

It should be possible to edit the “support_staff.edt” file in the: Steam\steamapps\common\Football Manager 2023\data\database\db\2340\edt\permanent folder.
