Can i not do national teams with some of the teams?

I tried doing a somalia national team save but it does not show up after i go to pick which team i want

Both facts are not mutually exclusive. They may have a population of 10,000,000 people, while still not having enough players within the database. In fact, having checked the FM16.3 database, there appear to be only 36 player of Somali nationality, with an additional 39 players who have a Somali second nationality and who may potentially be eligible.

If I recall correctly, for a nation to be manageable in a save game, there needs to be at least 150 eligible players and that explains why you cannot manage Somalia...
