I can only speak for the cutout faces megapack, but you can actually download the present pack now (over 7GB) and then download the smaller update packs (roughly 80-120MB each) released regularly throughout the year. This will ensure you are as up-to-date as possible.
We also intend to have version 9.0 of the megapack out just before the FM17 beta is released, as per our usual custom.

Really? I assumed it would need to be a different download completely for 2017 since I assumed all the ID numbers etc for players would be different from previous

Heaven forbid that'd be the case. Imagine having to go through all the pictures every year!!
The UIDs remain the same throughout each different version, and it's just a case of adding new images or overwriting older ones with each update pack
