IMPORTANT:
If you download the file here on sortitoutsi, Liverpool will play in the Europa League, because there is a bug, that I can't change. I can't add 5 teams from England to Champions League, I can only include 4 teams to Champions League like last years Champions League. Therefore Liverpool will play in Europa League. There are no other bugs, so all other teams except for Liverpool are placed correctly in Champions League and Europa League. I know, but the FM-game starts in the 2016-17 season. The promotions, relegations and the winners of the leagues around the world is set to the 2017-18 season. Therefore Chelsea is the winner of the 2015-16 (2016-17) season. Pretend that you plays the 2017-18 season in the 2016-17 season

So...Its about Slovenian second league. In 16-17 season there were only 9 teams in the league, but in 17-18 season there is 16 teams.
For some reason in fm17 editor there is fixed for 9 teams for the first season, then in the second season(of gameplay ingame) it expand to 16 teams. So my question is, Is it possible to change it to 16 teams in editor for the first season?
(i've tried to play with advanced rules, to limit the teams to 16 but then schedule doesnt work, and when I run the test in editor, it doenst goes through.)
