As for the black ads they are a well documented bug within the game, on the next update there will be a few video ads added to the Eredivisie.

I believe the only leagues with dynamic adboards have (Video Ads) by them on the 1st page of this thread.

The screenshot is from Shrewsbury, who don't have any video ad boards at the start of the game so we havent produced any video ads for them - hence no video ads shown
(the static ads are all present and correct)

As TV_Capper has said Shrewsbury have no video ads if Shrewsbury are in the EPL in your save you would need to use the ‘no clubs’ xml file for video ads to be displayed at there ground

In previous versions of FM static adboards could be displayed in the video adboards slots if there where no video ads assigned for that match. For some reason this doesn’t happen in FM18 I don’t if this is a bug or if the new match engine no longer allows this to happen but either way there is no work around right now

Hello, I comment on what I think happens with static ads. I think that if one enables the common adboard (club, not club) it does not allow to visualize adboard video, and vice versa.
You can only enable one at a time and not simultaneously.

The stadium teams play in needs to have a capacity of over 30000 to show the video ads, assuming video ads have been made for that club i.e. Crystal Palace. You need to change any clubs with a capacity of less than 30000 to more than 30000. You can edit this by using the In-Game Editor

not any more we can now force clubs to use video ads regardless of stadia size in the xml file
Example
As Hibernian play in a ground under 30,000 static adboards will display automatically as below;
To allow Hibernian to display Video ads the following piece of code needs added at the bottom of the xml file, this can also been done for competitons or international teams;

This code then turns on video ads and gives the below result
