Hi there. As mentioned in the OP, "just because the image you are requesting is more recent or has the player in his latest club shirt, it does NOT necessarily mean it's an improvement."
That said, if you have manage to acquire any decent sources for PNE players and wish to request them, then feel free to do so following the rules

NiceLad is cleaning (some of) SI's cut-outs for Preston so they will be in the next megapack update. However this will only be the missing & genuine improvement cut-outs. A lot of the 2012-2013 Preston cut-outs were not as good as the existing cut-outs. Newer doesn't mean better....or even as good.

Wild Dog you need to download the complete megapack. 6 of those 7 players already have cut-outs done from (bigger versions of) the exact same pics. I'm also currently putting together a Belgium top league request pack for missing/improved pics & it'll include a bigger pic for the other player.

I think all those cut-outs were included in the 5.1 update. I'd suggest you download update packs 5.1, 5.2, & 5.3 & add them to your megapack in that order. You should then have an up to date megapack.
