When were the final changes to the 19.3 made active in the official update?
Surely it makes sense to go back over the changes that were submitted the past few weeks and compare against 19.3?

The official update was Friday. It would make sense to do that you're right and in past years I have. Unfortunately I didn't have the time tonight and not sure I will this week. I'll try my best.
It's a bit of a tedious task to get right.

So was the official ‘cut-off’ for realistic changes for the official update on Friday 1st March or an earlier date?
I will go back through my contributions from the past few weeks and resubmit.

The cut-off for assistant researchers was Monday 4th February. Some transfers/staff movements were added after that, but in an ad-hoc manner and only the really prominent changes (e.g. Rodgers to Leicester)

This is caused by some changes in the editor data file which aren't compatible with the latest official database. These countries' editor data files cannot be loaded until the creator of the editor data file fixes whatever error is displayed when you hover on the exclamation mark in the red triangle. Although the name isn't visible, if you hover on the triangle, it'll tell you which leagues have an issue and you can then deduce which country it is from the division name. Alternatively, you can try and deduce which country is missing; the country beneath Indonesia is most probably Japan, the country between Israel and Kazakhstan is most probably Italy etc.
Keep in mind that FM doesn't let you delete editor data files while the game is running, so you'll have to make a note of which countries aren't loading and remove those editor data files from your folder after turning FM off.

If you have download a custom editor data file adding lower division in the Chinese league, try deleting it

It's not a question of using the editor, but you may have some editor data files downloaded, maybe through Steam. The game by default does not have any issues with the Chinese league and therefore the issue must be something at your end. If you want to give me a screenshot of your editor data folder, I may be able to see which file may be causing this issue.

My main question is:
Does sortitoutsi's FM 2018 Data Update have all data and transfers up to a certain date say Oct 2018 like all other update packs or does it include all the 2019 transfers and data as well?
If not does anybody know how I can do this?
I have tried just adding the FM19 Update Packs to my game but they've never really worked.
All the FM18 Transfers & Data Update packs I can find on other sites only feature transfer & data changes up to Oct 2018, and any update packs that feature the more up to date transfers & data are all for FM 2019 game and non say they can be used on older versions of FM or not.
Do you know if they all only work on FM19 or can they be used on older versions of the game?
I just wonder why hasn't anyone just carried on the FM18 Update Packs for users that can't afford to buy the new game or if their PC/Laptops can't run the new game.

I am still using fm2017 and i use your faboulous transfert live update patch (thank you everyone for the job).
Do you know if exist a compatible's file for the relegation and promotion or at what time the live update include it?

Also getting PMs asking why changes havent been approved etc this stops if you want to discuss matters like that use the post/thread the issue is in or this thread and NB the bid from A.Madrid to Joa Felix is NOT a confirmed transfer yet it has a long way to go to be one so it is just a bid.
Also @Nuno25 this is thread to use with issues with the live update.
I know you have been PMing for a week saying you want to start a new save etc and why havent all your changes been approved yet.
As explained there are several hundred submissions a day here most are really accurate and go straight into the DB others are just like the example above or in a language that has to be translated before we approve. This can be very time consuming and the staff here are involved with other matters/projects too.
The option if you cant wait for the approval system is to download the latest live update and then add the changes you specifically want yourself via the editor (you can either edit our file or do your own to run alongside it).
The time taken to respond to your messages takes up time when I/we could be dealing with approvals.Please use this thread in future I have asked to use it several times already.
