At the start of the game, I would like to train a country that is not on the proposed list.
How to add a national selection to become your coach?

To be able to manage a national team, you need to have at least 150 eligible players loaded in your save game. The reason is to allow the human manager to have enough selection options to work with. If you want to have specific nations to choose from, I would suggest either loading their leagues before starting a new game or choosing the custom database option to load all the players from a particular country and/or division (top right corner on the page where you choose leagues when starting a new game).
You shouldn't have any trouble in having the necessary amount of players available for the bigger nations, but if you go to nations of a lesser profile (e.g. Czech Republic, Hungary, Greece, USA etc.), it very much depends on the configuration of your save game as to whether they would be manageable. Most big nations do have sufficient amounts of players in the database, but if they're not loaded in your save game, there's not much you can do...

I created five levels of championships, with 42 teams in total.
I loaded the leagues and added the players in the right menu, but nothing helps ...
At the start of a game, I can select one of the 42 teams, but not the national selection. I do not understand why.

There is no Basque national team in the default game data, is there? Just the possibility to have players as Basque. You'd have to create a national team and insert them in the respective international competitions, but I've no idea how to do that.

On a simultation that I made, the Basque Country is well selected for the League of Nations whose draw takes place in April 2020.
But I don't understand why I can't be the coach of this country at the start of the game.

How many players of a Basque nationality are in your database, and how many of them are eligible for the national team?

I added 167 and now it works, I can choose the Basque Country to train it.
