Did you just repeat all the problems I listed last time? Too much collar and the snow exists on the hair, it is quite a lot of snow that you should notice once you throw the pic onto a black background. If you do not have software that generates a black background, just drag your cut icon onto the top bars of google chrome to check

Again, you've left too much space below the chin; you only need to leave 5 pixels at most, so that the face is taking up most of the image. This cutout would also benefit from being rotated about 5 degrees clockwise so that the face is upright and not at an angle, and there's also a lot of snow/poorly defined hair edges. This is a fixed version to address those issues:
