Help with files question

I am trying to start a new save using Leeds, and I am trying to not have a Brexit. I got both files, I am using the sortitoutsi data updates with the leagues highlighted for changes in promotions and relegations, and got a no Brexit file from the workshop, but I can not load both because it says I can only use one for changes in England. Is there any workaround for this? I appreciate any help.

just open our England file in editor and remove the agreement which will stop Brexit, then you only need 1 file when you start a game
