How do I use the England files?  When I try starting my game it says can only use one file per country, is there a way I can use both?

When I start the game, all of the staff for Ajax is doubled.  Each staff member appears twice on the staff list for Ajax.  Am I doing something wrong?  I unchecked the editor data for Ajax, then they only have like 2 staff members.
