Wondering if any one does this or it can work, in the Graphics Faces folder say i have Sortitout faces can i add 2nd folder with DF faces & 3rd with Action Faces. If they were set like this
1.Sortitout
2.DF
3.Action
would FM know goto sortitout folder 1st for a face and if nothing there go onto folder 2 etc
As i would just mash all into 1 folder like i did in FM20 but towards end of FM20 i started having the faces not showing in game , so wasn't sure if folder may of got corrupted or i had to many for fm to cope ( had over 310,000 pics

I operate this kind of folder structure almost identically.
In this case, the game would check the first folder alphabetically (1.Sortitoutsi). If no entry for a player is found in the config within that folder, the game would then move to check in 2, then 3 etc. If player X has a photo in multiple folders, then the one within the folder which is the first in alphabetical order which is displayed.

Does this mean that I can download as many facepacks as I want and then just name them "1. xxxxx", "2. xxxxx"... and they will be loaded in that order?

Yep.
This is my folder:
For space conservation reasons, I use a duplicate file finder and delete common files, starting from the bottom folder.
But if you have the full megapacks of more than 1 type of faces, the above structure will display all the cutouts, and all the DF11 faces (apart from those who have cutouts), and all the PMSC faces (apart from those who have cutouts or DF11 faces) etc etc.
