The size of the face is less than 250x250, which means that any cut will have to be upscaled a fair bit for the face to be those dimensions, which means the source as provided will probably result in an inferior cut to the current one in the MP.

There's a difference between source images and game-ready. In the original source, the area dedicated to the face is quite small, hence the explanation provided as to why it was rejected.
In the game-ready image you have posted, the dimensions are 300x300. Cut-outs should either by 250x250 or 180x180, and nothing in between. Besides, it has no collar. Also, it's clearly been upscaled from the originally-requested source, with an ensuing loss of sharpness.

This new cut still doesn't have any collar (which is required in all cuts) and the dimensions aren't correct either.

As explained already, if the sources are the same size as this one, then they won't be improvements simply because they're too small. If the sources are bigger, then feel free to request them 👍

There is no set time. We all do this in our free time whenever we can spare it. It usually doesn't take too long, but it can equally be a couple of weeks.
