INSTALLATION INSTRUCTIONS
At the moment, to play this database you need to have downloaded the FM2021 pre-game editor. I'm very sorry for the inconvenience but I can't get the file verified due to SI's own mess with the default database.
The file included is an .xml file, which is, simply put, a set of rules for competitions and not a database per se. You need to open the Editor, import the file included and save the database. Tomorrow I will add a step-by-step guide on how to do this but for those of you that wish to play the database and don't have the necessary knowledge on how to use the Editor, I included my own save file with the db and with all 1st Div. European leagues. To play with your own manager just retire mine and create your own. Best of luck!

If, like me, you were pretty excited for UEFA's 3rd club competition to provide more opportunities for the small clubs by increasing qualification places, but was left thoroughly disappointed, then I've come up with something that might interest you.
This database aims to expand European competitions with the revivals of the Cup Winners Cup and the Intertoto Cup, as well a revamp of the already existant European competitions.
The Champions League and the Cup Winners Cup have similar formats. Both have 54 teams who are, respectively, the league winners and cup winners of their respective countries, fighting to win the 2 more prestigious club titles of Europe.
The Europa League, however, consists of 164 teams with the addition of teams knocked out in the early rounds of the Champions League and Cup Winners Cup. Therefore, the competition for the 3rd most prestigious title has increased massively, but so has the reward.
The lowest ranked European competition played by teams from all the European associations is the European Conference League. played by 65 teams in addition to the teams knocked out from the early rounds of the Europa League. This is the dark horse cup, where with only one leg surprising results are very likely to happen.
The Intertoto Cup is only played by teams that do not come from Europe's top 5 Leagues. This is the competition for the minnows and for those who play journeyman saves across the European lower leagues, winning the Intertoto Cup can be a quick way to massively improve finances.
Finally, in 2021 the Super Cup will be expanded to 8 teams, and will feature the 5 winners of the previous competitions plus the runner ups of the Champions League, Cup Winners Cup and the Europa League.

Q: Will countries move up and down in the qualification spots' table?
A: Nope, as far as I know it is impossible for country coefficients to work at all in a modded european db. Nothing I can do about it, sorry.
Q: Why doesn't the cup runner-up qualify for the Cup Winners Cup instead of the second-placed team in the league?
A: I have tried to make it so but I couldn't get it to work. I think this is because certain countries do not allow cup runner-ups to qualify for european competitions. If this makes you mad, just know that it annoys me twice as much.
Q: Will you Implement feature X in the database?
A: Feel free to comment suggestions, but the answer is probably not

i think instead of added UEFA Cup Winners Cup maybe i think you could have doing an alternate format of four competitons

I'm thinking of using it as a base to make a version of my own, as you've done all the hard work already. If I get round to doing this, I'll create some graphics for each competition and share here too. Could I ask, is it possible to create further continental club competitions which clubs that have already qualified for a UEFA competition can play in? Specifically, I'm trying to create a 'British Isles Cup' including all GB and Ireland teams, but I want that to be totally separate to the UEFA qualification system. Is this possible?
A separate question, how does each country decide how the places are allocated? Is it possible to make the FA cup winner qualify for the Champions League, for example?
On this database, I agree with the premise that UEFA's new third-tier competition was an opportunity wasted, but I'd actually go the other way and reduce the prevalence of lower-tier clubs in the Champions league. Realistically, England's 6th best club will beat the best team in Moldova or Andorra, so UEFA are more likely to keep the Champions League for the elites and let the lower-tier competitions be more democratic. Clubs from the smaller nations should be able to qualify for the Champions League by winning a lower-level UEFA competition. Equally, Spanish, English and German clubs should be kept away from the lower tier UEFA competitions. It would just be a distraction for them and could be better to keep those as a 'best of the rest' international club competition for the smaller nations.

Qualification is decided on a ranking system. In my case, the ranking for european competitions is ChampsL-CupWCup-EULeague-EUConfLeag-Intertoto. You can then choose how to rank teams, which are assigned to the highest ranked competition available. So for example, the league winner is assigned the best competition (UCL), the cup winner the 2nd best (CWC; can also be the cup runner-up if the winner has already qualified for the UCL) and so on. Therefore I'm not sure you can have the league and cup winner qualify for both, because the way I do it UCL qualification overrules CWC qualification.

My goal was to achieve the opposite, that is, a more level playing field for all nations. Theoretically, in the long-term leagues from other countries would catch up with the top 5 but I'm not sure this happens.
"Another quick question, with your database the cups that each team have qualified for no longer show up on the left hand side of the league table (see screenshot below with the standard database)- how difficult would this be to fix?"
Pretty sure that's impossible - the 3 letters on the side and colour-coding are tied to the coefficient system I believe, and are as broken as the latter, after being edited

How can I edit this file, I would like to incorporate more teams from the major championships into the competitions Conference League and Intertoto Cup ?

Also, did you ever try recreating the existing competition by copying across the actual rules? If so, did you encounter issues? I've recreated the actual existing qualification system and copied across the existing competition rules but am finding it's not creating the competitions in-game.
