Does anyone know the name of the file that contains the regen names?

Regen names are generated based on the names and surnames of the people in the database, I don't believe there's a file specifically for names to be used for regens. Unless I've completely misunderstood your question 😕

There used to be one iirc but hasn't for a couple of years now

the best way to get names into the game is to add people to the DB make them old so they will retire and their name gets re used then in the regen pool

yes mate I am sure any job will do it just as long as they are made to be very  old 90+++

other option is to use the IGE and change the regen names when you want to
