For some reason I can't submit this cut he doesn't seams to be part of the site database, even though he is in my game with this id.

That's because this is his UID and the UID you've posted is probably of his profile as added in the Ajax real staff fix as included in the licensing fix. For licensing reasons, the only Ajax staff members included in the official database this year are Van der Sar and Overmars - the others all had to be added in the licensing fix, which means they can't have a cut in the megapack.

Former chairman of Pumas (2001-2005), his UID was 5662755 but later that ID was assigned to Victor Mahbub, also chairman of Pumas (2006-2012). I hope SI include Elias in the database because he's Oviedo's owner since 2012 (no idea why they don't added him yet) and Mahbub at 82 is retired from football since he left Pumas

I've saved him in my no-ID folder. Since that UID is currently assigned to someone else, it means I can't save him in the megapack with it…

We have a request forum here where you can make request for players in the FM database to be cut out, but you'd need to provide a better source image than that. It's too small.
Edit: The guy has had a cut requested and made in the last few days here, so it isn't even necessary.

If you want to make requests, we have a submission forum here. Use the upload image button, type in the player's name, choose him from the dropdown list, select source as the image type and upload the image or link to it, and it'll be dealt with by the community.

I also point you to the NO REQUESTS in the thread title. The guy isn't in the database and hasn't been for a long while. It makes little sense for our cutters to work on images like this when more pressing images are pending 😉
