Basically he put his ball in the drink so had to drop the ball where he was last on the course but he dropped it like 2 yards to the right which gave him a better angle to take his shot from

Basically in golf if your ball hits a hazard you are allowed to drop the ball either in a designated drop zone, in line with where the ball crossed the hazard (at any distance) or exactly where you took your previous shot from. Woods, instead of dropping is ball where he took the original shot from, dropped about two yards behind that spot. Crucially this spot was not in line with where the ball crossed the hazard.

The reason why there was debate over if he should be disqualified was because his card was already signed and therefore the round was complete. It;s a load of crap, he was called in, they took an assessment and gave him a punishment. Everyone telling him he should retire from the tournament is overstepping the mark completely. They wouldn't resign from their job if they were given a mild punishment in a disciplinary meeting.
