When resizing the cut-out, you did not tick the retain aspect ratio button and so the shape of the head is bloated. There's also a bit of snow in the hair, and it looks like the source image wasn't the biggest so the quality of the cut won't be the best.
Can we have the original source image from which this cut was made? Please use the upload image button to do so 👍
