is there a way to edit the club expectations for a new game?

There isn't actually a way to edit it via the editor directly. Club expectations are generated depending on a variety of factors, including the previous season's finishing position, the reputation of the club and of its league opponents, the ability levels of the players at the club, the chairperson's ambition etc.
