Download FM22 Data Update

When I download and extract the ZIP file, there is only xml file and no fmf file.
How to do?

That's how it should be, there is no fmf file. You just place the xml file in your editor data folder and then it should work 👍

Does the leagues automatically update. Mine still has burnley in the prem etc

No, relegation/promotion isn't part of this update.
