This is the 1998/99 Database for Football Manager 2023.
Everything in this FM23 database has been reverted back to 1998. All the leagues are as they where back in 1998, with all the teams and players from back then. The player attributes is copied manually from the original Championship Manager 3 1998/99. So now you have the chance to manage all the legends from the late 90s, in the modern Football Manager match engine.

Save game file
The save game file has everything loaded, every playable league and all created players.
Move the file into the Sports Interactive/Football Manager 2023/Games folder
Run FM23 and go to Load game then select the 1998/99 DB file and you're good to go.
FMF Editor file
The fmf file can be opened with the editor or to setup a custom career.
Move the file into the Sports Interactive / Football Manager 2023 /Editor data folder.
When using the fmf file its important that you select the Football Manager 2023 23.0.0 database as it won't work properly with an updated FM database.
Tick 'The 1998/99 DB' box – Make sure no other editor data files are ticked!
Click Confirm and Choose Advanced Setup
Choose your preferred leagues out of the playable leagues.
Then press Approximate Player Count and choose ‘Advanced’
Select the nations you want to load players from besides the active leagues, to make sure that as many players as possible will be loaded.
tick the boxes saying Players Based in Nation – Even if your computer says that the number of players exeeds the recommended level it will only load the approximately 10.000 players which is created in the DB.
Finally, press Start Game and enjoy the nostalgia trip.

This freezes at the loading database page

It can take a while to load the db with the editor, but even though it seems like it freezes it will eventually finish loading. Can take more than 30 mins depending on your computer.

The wages seem to be an issue, every player wants $70,000 or more when renewing a contract or signing new players which don't correlate with the time or players that are already signed.

Sadly its really difficult to manipulate the game into believing its in 1998. The players will still have modern wage demands and the overall finances will influx back to modern standards within a season or two. I've left some wage budget for all playable clubs and some of their sponsorships, so it still will be possible to compete in the transfer market.

I started a game with this DB before i realized the regen mod is a separate download. Will the Regen mod work if i add it mid game (still before first intake preview in first season) or do i need to start a new game?

It will basically add all players from later databases as regens. So it will add Messi as a regen for instance (date of birth +24 years = 2011), example of the code below:

No, but my best guess is that these are in there: skintone, hairstyle, haircolor, length, playstyle, range potential ability
How do I install the “regen mod” once I have downloaded it?
Do I simply move it into the correct path like the “save game” and “editor” files?

@TheMadScientist with the regen mod; is it required to always keep that in the edt folder or do we only need that during the creation of the save and can we revert to the old file afterwards?
@HSS2750 you need to add this file into here: steamapps\common\Football Manager 2023\data\database\db\2300\edt\permanent (in Program Files/Application Support) and start a new save with the .fmf file selected from the editor files.

having some issues with the finances i think. Corporation tax specifically. The screenshot below is my first season.

But can I start a “normal” save after the replacement, when the original has been replaced with the 98/99 data?

Kits, logos in your graphics folder. the .fmf file in your editor files folder and the .fm in your games folder. Please read the description on top.
But there is no graphics folder. I can make one and put them there, but will the game “look” for them there by itself?

Hi, great db. Ive got some nice retro 3d kits from kit creator and it look ace!
Obviously with the editor file the unpatched version of the match engine has all the weird pre-patch bugs like defenders not closing down and midfielders not passing to open players 5 feet away. Also the save file starts the save on a week in to July when my chosen club has already made some weird signings.
Will there be a save file released from say late June or is there a reason for this date?
