I'm afraid this is far too specific an error. You'd have to give alot more detail about what you've done and the file itself.

The way I read that is that you've told whatever you're working on to use the competition Rossyskaya Primiya League (sorry about the spelling) and you've directed it to that competition and either, there are no rules in place for that competition or it means that the qualification thing you're working on doesn't know what you want it to do with that league. Maybe both.
