Are they really? Both new ones are of a similar good quality to the Kane England cut from the Euros, as far as I can tell at a first glance. Same goes for most of the others which have had recent cuts produced…
If there's a significant change in the way they look, then of course an update is warranted. If the current cut is not of a good quality and can be improved on, ditto.
But cutting new images for the sake of it serves no real purpose, other than increasing my workload to check them again…

@mons I don't want to increase your workload. In my opinion, several cuts from my facepack of the Bayern squad are of better quality. For example, take a look at the cut of Pavlovic. Another argument is that my cuts are more aligned with your own guidelines. Lastly, my pack contains official pictures from the Bundesliga, which provide FM25 with a proper interface that matches this current season. I think you and I have the same mission. You can't make a 250 cut for that pic. As clearly stated on the guidelines, We want the player's face to fill the canvas for the 250px cutout, which would mean cropping the image along these red lines:
