my suggestion, you better find a better source to work on,
don't use a source that is too trashy,
you seem to be forcing it too much,the image is too difficult and made 180 pixels, which should still be able to be made 250 pixels even though the image is not very good,
and it's better not to work on it until there is a better source than this.
try to find a better source, to be able to work on it
