I downloaded and unzipped the latest 2024 and 2025 megapacks. So far, everything seems to work. Kits from the 2025 kits seem to override the 2024 kits in order to have the latest kits.
Now if I download the 2021 megapack and add the folder to my graphics directory, the 2021 kits completely override all 2024 and 2025 kits. Is this normal?
I only wanted to have older kits for teams that haven't gotten an upgrad since a couple of years because I'd rather have old kits than none. So how should I do that?

you have the answer already in your text.
the files you put in last (doesn't matter if 2024, 2023 or 1994) override the ones before - so if you want to have all the older kits (without new made ones) left, you need to start with the oldest pack and continue to add the newer ones e.g. 2018 → 2019 → 2020 → …

Do I have to reload the skin after every folder that I add? Because adding all the folders one by one from oldest to newest and then reload the skin does still only give me 2021 kits.

It does not work. See the timestamps in the screenshot. After reloading the skin, Germany has the 2021 kit.

I figured, but what about the config files? It seems like the game is reading the config.xml, not the allconfig.xml. You can only have one config, so what I did was to copy every line from the all_config to the config.xml.
Now it seems to work, but wow, this is inconvenient.
