Just curious about the logic, sure it's a 4-5 months newer picture, but it's of a much worse quality than the 4-5 months older. Should recent phone camera pictures be prioritised over professional portrait pictures?

The pending source is amply good enough to provide a good cut, and the fact that it's more recent means the older source doesn't need to be cut anymore.

Unrelated, but is it possible to remove the cutout pack upload limit? Mine has been stuck at 3 for months because a few cuts are still at pending.
